Item-by-item Descriptions of School Report Card Information

Wondering what, exactly, should go in your School Report Card? Below, you'll find an item-by-item description. In addition to a description of the data in each field, you'll find the source of the information listed behind the item, and an indicator of the year that item's information is based upon. This information is arranged approximately in the order of the online School Report Card Application.

The School Report Card Application consists of links to the district and schools followed by two columns: the status column and a PDF icon. To access the school information that you need to fill in or check, click on the school name and then upon the name of the section upon which you are working. To access the PDF of the school report card itself, including all the the data fields that need to be checked for proper loading, double click on the PDF icon.

As you begin to fill in required data or to verify the pre-loaded data, remember that the data in the report card span three years:  Most source data refers to the base year of the report card. However, some information, such as your school's contact information, should be from the current year. Finally, nonacademic data is lagged one year and reports on the year prior to the base year.

For example, if you're currently working on the 2010-2011 Report Card (and you should be), your assessment scores, contest results, teacher qualifications, and many other sections should refer to the 2010-2011 base school year (the most recently completed year). However, your school's contact information (i.e., principal, council members, About Our School) should be as up to date as possible, meaning you would want to include information from the current school year (2011-2012). Finally, nonacademic data will reflect the lagged information reported about the 2009-2010 school year.

If you have a new school, your school has been renovated or you just can’t stand to view the old picture any longer, send a picture file to Jay.Roberts@education.ky.gov . Make certain that the picture is large enough to be scaled down into a high quality image--1000 x 800 pixels works well (less than 1 MB would be best).

Provides current identification and contact information.

Principal’s Name and Email address
Provides information on the current principal. The name must be the current Principal’s legal name as he or she is known professionally. If the name is incorrect send correct name to Jay.Roberts@education.ky.gov as quickly as possible.

Site Based Decision Making Council
Members or appropriate school officials in lieu of a council. Requires that current SBDM members be named.  Contact information may be a school phone number.

School Enrollment
Total student membership for base year as reported in the Superintendent's End-of-Year Report. If school enrollment field is not populated (normally because school is new), current enrollment number must be emailed to Jay.Roberts@education.ky.gov as soon as possible.

To count the characters in your narratives accurately, either use the character count feature in Microsoft Office Word or the templates located below. In either case after you have created your narrative and checked its size, merely cut and paste into the boxes in the Report Card Application. Accountability Report No Child Left Behind (NCLB) Annual Yearly Progress 
Chart shows school’s progress in NCLB terms for the year. Data disaggregated in terms of student populations (sub-groups) meeting annual measurable objectives and participation rate; also includes success on other academic indicator.

Data on the school's NCLB performance. This data is presumed correct because of the data review process, but should be checked to make certain that it has loaded properly.

(District Card only) List Title I schools in district that did not make Adequate Yearly Progress in 2009-2010 and which were identified for improvement, corrective action or restructuring, as well as the number of consecutive years in which they have not made AYP.

Kentucky Core Content Test Assessment Data 
Provide percentage breakdown in terms of student performance levels—novice, apprentice and combined proficient/ distinguished (NAPD). It offers comparisons with district and state NAPD percentages. This data is presumed correct because of the data review process, but check to make certain the data loaded properly.

Readiness Tests
The information in this field will depend upon the school’s grade range. At the elementary level, there will be data from the Iowa Tests of Basic Skills.  At the middle and high schools, data will be provided from the administration of the EXPLORE (grade 8) and PLAN (grade 10) assessments.

Nonacademic Indicators
Provide information on average daily attendance, retention rate, dropout rate, graduation rate and transition to adult life, including percentage of graduates in college, the military, full-time work, vocational/technical training, work and part-time school and "not successful."

State Contest Results (Back to the status column on the left)
Provide information on student accomplishments in state-sponsored, adjudicated performances in music and academic or speech competitions.  (Required, as applicable) 475 character maximum

Provides information on the percentage of classrooms having access to an outside telephone line. (Required)

Data Detailing Safety Violations
Information details safety violations as reported to the Center for School Safety. The data include 1st degree assault and drug abuse and weapons violations as described by the Center for School Safety. Detailing of violations include numbers of incidents and numbers of students suspended or expelled for these violations.

ACT Two Year Trends for 11th grade ACT scores and Graduate ACT scores (high school)
A table showing two years of ACT data for the school, district and state based upon state-required ACT administration at grade 11 and 2 years of ACT data for high school graduates that include national and state ACT administrations.

Spending Per Student at the State Level
Reports the ratio of the total expenditures (current expenses as defined by the federal government) by all districts divided by the aggregated average daily attendance from the End-of-Year Report.

Spending Per Student at the District Level
Reports the ratio of the total expenditures (current expenses as defined by the federal government) for the district divided by the district aggregated average daily attendance from the End-of-Year Report.

Spending Per Student at the School Level
Reports the ratio of the total expenditures (current expenses as defined by the Federal government minus district level expenses) divided by the school's average daily attendance from the End- of-Year Report.

Student/Teacher Ratio
The pupil teacher ratio is calculated using the FTE of classroom teachers reported to the Division of Finance on the Professional Staff Data (PSD) Report as of September 15 (due October 1). It uses the student membership (not enrollment) reported to the Division of Finance on the Growth Factor Report as of the end of the second school month (due November 1). Teachers shall include all regular classroom teachers, vocational teachers, and exceptional children teachers, but shall exclude administrators, counselors, librarians, and supervisors.

Students per Internet-Connected Instructional Computer
Reports the ratio of students enrolled in the base year, as reported in the Superintendent's End-of-Year Report, to the number of Internet- Connected KETS standard workstations available to students regularly in the school.

Percentage of Student Computers Five years Old or Less
This statistic (collected by school and district) reports the percent of student computers 5 years old or less. This number was chosen to represent a type of watershed in capabilities. These newer computers are assumed to be able to handle such important tasks as on-line testing and interaction with other rich Internet applications. Older machines, because of operating systems and limitations in capabilities are much less able to perform these tasks. The capabilities of the minimum acceptable computer, as established by the KDE Office of Education Technology, are:

*        Minimum Standard for PC platform:

o   Desktop – 2.2 GHz

o   Laptop – Celeron 2.0 GHz / Celeron  M 1.33 GHz

 

If it is a Single Core (Pentium M, Celeron etc)

Then clock speed rating must meet the minimum GHz.

If it is a Dual Core, Core Duo, Core 2 Duo or Quad Core

                 It meets Minimum specifications.

** Minimum Standard for Macintosh platform:

o   Desktop – 1.6 GHz

o   Laptop – 1.33 GHz

NOTE: These two ratios are the data that will appear on the school and district report cards, but the data will be collected from the schools in terms of (1) total Internet Connected student instructional computers (2) student instructional computers 5 years old or less.

The Percentage of Teachers with Emergency or Provisional Certification

The Percent of Classes Taught by Teachers Participating in Content-focused Professional Development related to the content being taught during the base year
Provides information about the ongoing professional development of the school's teachers, both classroom and collaborative, in the area of content preparation and content-focused instruction.

The Percentage of Core Academic Subject Classes NOT taught by Highly Qualified Teachers
The term “core academic subject” means (by federal statute) English, reading or language arts, mathematics, science, foreign languages, civics and government, economics, arts, history, and geography. Highly qualified teachers are determined using guidelines set forth by the Education Professional Standards Board and approved by the federal government.

Average Years of Experience
Provides information on the average years of experience teaching for the teachers, both classroom and collaborative, excepting administrators, guidance counselors and media specialists.

Number of Teachers certified by the National Board of Professional Standards

Professional Qualifications of All Teachers in the School
Breaks down the teaching faculty by professional qualifications in terms of B.A./ B.S., M.A./M.S., Rank I, Specialist and Ph.D./Ed.D.

Number of Students Whose Parent/Guardian Had at Least One Teacher Conference (Includes Individual Conferences with Parents or Guardians and Teachers or Counselors)
Reports the number of students whose parents or guardians had at least one conference with either a teacher or counselor during the base year. Reports the number of students, not the number of conferences. Number cannot exceed total number of students enrolled in school.

Number of Parents or Guardians Voting in School Council (SBDM) Elections
Provides information on the number of parents or guardians participating in School Based Decision Making Council Elections. Schools not governed by a council will not input into this cell. Clarifies that School Council Elections Refer to School Based Decision Making Council.

Number of Parents or Guardians Serving on the School Council (SBDM) or its Committees
Provides information on the extent of the involvement or parents or guardians in the activities of the School Based Decision Making Council and/or its committees. Schools not governed by a council may report parent involvement in school committees. Same clarification as above.

Number of Volunteer Hours
Provides information on the number of hours parents volunteered to school-related activities during the base year. Schools should be able to document totals.

State Level National Assessment of Educational Progress (NAEP) Scores
Provides NAEP testing data at the state level.

District Only

Must include the Percentage of Core Academic Subject Elementary and Secondary School Classes not taught by Highly Qualified Teachers—disaggregated in terms of high and low poverty schools. The schools are categorized into the highest and lowest quartile of poverty schools statewide.

Schools with Primary Grades Only
Includes number of students enrolled for a fifth year in primary. All schools with primary grades must be listed and the number of students in each requiring 5 years to complete the program.
